Statement Condemning the Brutal Murder of Kobri Rezaei and Discriminatory Policies Against Afghan Migrants in Iran
The Institutions of Civil Society and Human Rights of Afghanistan (ICSHRA) express their profound outrage over the brutal murder of Kobri Rezaei, a 26-year-old Afghan migrant, whose mutilated body was discovered after weeks of disappearance in the deserts of Hesarak. We consider this crime not as an isolated incident, but as a direct outcome of xenophobic policies, institutionalized discrimination, and systematic injustice against Afghan refugees and migrants.
In a country where the value of human life is measured based on nationality, citizenship, or skin color, justice becomes a symbolic and hollow concept. Indifference from authorities, media silence, and the lack of serious reaction from judicial and security institutions indicate that Afghan migrants are perceived not as human beings, but as “marginalized others” in this political order.
We see this murder as part of an ongoing pattern:
A pattern where migrants, especially women, are victims of exclusion, repression, and enforced silence;
A pattern where structural discrimination empties the law of its enforcement and justice of its meaning;
A pattern that grants de facto impunity to perpetrators while leaving migrants increasingly unprotected.
We declare that:
The murder of Kobri Rezaei must be investigated and prosecuted as a political and racially motivated crime;
The host state, as directly responsible for ensuring the safety of citizens and migrants, must be held accountable;
International human rights organizations must follow this case as an example of systemic violence against migrants and employ monitoring and political pressure mechanisms;
Human rights organizations must unite and resist policies of silence and censorship.
This statement serves as a warning to indifferent authorities, censored media, and apathetic public opinion:
A crime against one migrant is only the beginning. If no reaction occurs today, tomorrow it will be someone else’s turn.
We call upon all civil, political, legal, and media institutions to go beyond diplomatic formalities and political considerations, and demand justice for Kobri Rezaei and an end to discrimination and violence against Afghan migrants.
Justice, security, and human dignity are inherent and indivisible rights of all humans—without borders, without discrimination.

اعلامیه در محکومیت قتل وحشیانه کبری رضایی و سیاستهای تبعیضآمیز علیه مهاجران افغانستانی در ایران
نهادهای جامعه مدنی و حقوق بشری افغانستان (ICSHRA) با ابراز انزجار عمیق از قتل وحشیانه کبری رضایی، دختر ۲۶ ساله مهاجر افغانستانی، که جسد مثلهشدهاش پس از هفتهها بیخبری در بیابانهای حصارک کشف شد، این جنایت را نه یک حادثه فردی، بلکه محصول مستقیم سیاستهای مهاجرستیزانه، تبعیض نهادینه و بیعدالتی سیستماتیک در برابر پناهجویان و مهاجران افغانستانی میدانند.
در کشوری که ارزش جان انسانها براساس ملیت، تابعیت و رنگ پوست سنجیده میشود، عدالت مفهومی نمایشی و تهی خواهد بود. بیتفاوتی نهادهای مسئول، سکوت رسانهها، و فقدان واکنش جدی از سوی دستگاههای قضایی و امنیتی، نشانگر آن است که مهاجر افغانستانی در این نظم سیاسی، نه بهعنوان یک انسان، بلکه بهعنوان «دیگریِ حاشیهنشین» تعریف میشود.
ما این جنایت را در ادامهی یک روند میبینیم:
روندی که در آن مهاجران، بهویژه زنان، قربانی سیاستهای حذف، سرکوب و سکوتاند؛
روندی که در آن تبعیض ساختاری، قانون را از اجرا و عدالت را از معنا تهی کرده است؛
روندی که به مجرمان علیه مهاجران، عملاً مصونیت داده و مهاجر را بیپناهتر ساخته است.
ما اعلام میداریم:
۱. قتل کبری رضایی باید به عنوان یک قتل سیاسی و نژادپرستانه مورد تحقیق و پیگرد قرار گیرد؛
۲. دولت میزبان، به عنوان مسئول مستقیم تأمین امنیت شهروندان و مهاجران، باید پاسخگو باشد؛
۳. نهادهای بینالمللی حقوق بشر موظفاند تا این پرونده را به عنوان نمونهای از خشونت سیستماتیک علیه مهاجران دنبال کرده و از ابزارهای نظارتی و فشار سیاسی استفاده کنند؛
۴. نهادهای حقوق بشری باید در برابر سیاست سکوت و سانسور، جبههای واحد و مقاوم شکل دهند.
این اعلامیه، هشداریست به حاکمیتهای بیتفاوت، رسانههای سانسور شده و افکار عمومی خنثی:
جنایت علیه یک مهاجر، تنها آغاز است. اگر امروز واکنشی صورت نگیرد، فردا نوبت دیگریست.
ما از همه نهادهای مدنی، سیاسی، حقوقی و رسانهای انتظار داریم که فراتر از تعارفات دیپلماتیک و ملاحظات سیاسی، با صدایی رسا، خواهان عدالت برای کبری رضایی و پایان دادن به روند تبعیض و خشونت علیه مهاجران افغانستانی شوند.
عدالت، امنیت و کرامت انسانی، حقوق ذاتی و غیرقابل تفکیک همه انسانهاست—بدون مرز، بدون تبعیض.
