Report on the Meeting of the Institutions of Civil Society and Human Rights of Afghanistan – ICSHRA – Iran (Tehran) with the Head of the Tehran Passport Police

On 29 May 2025, a meeting was held between the representation of the Institutions of Civil Society and Human Rights of Afghanistan – ICSHRA in Tehran and the Head of the Tehran Passport Police. The meeting was organized under the leadership and coordination of Mr. Sifatullah Bakhshi, a prominent human rights activist, Chairman of the People’s Unity Council of Parwan Province, and Head of Civil Society Organizations in Parwan. The main objective of the meeting was to address residency challenges faced by Afghan human rights defenders, protesting women, and journalists living in Iran.
During the meeting, Mr. Sifatullah Bakhshi, Mr. Mojtaba Mohammadi, Ms. Shakbia Haidari, and their colleagues raised concerns regarding the legal residency status of vulnerable human rights activists, especially women and journalists, and called for the cooperation of Iranian authorities in granting legal residency to these individuals.
The Head of the Tehran Passport Police welcomed the discussion and expressed his willingness to cooperate in issuing residency permits for individuals verified by the leadership of ICSHRA. He also confirmed that some of these individuals had previously received exit permits.
Furthermore, Mr. Mojtaba Mohammadi was officially recognized and approved by the Head of the Tehran Passport Police as the person responsible for identifying and introducing vulnerable individuals on behalf of ICSHRA.
After conducting the necessary assessments, ICSHRA will prepare and submit a list of vulnerable individuals to the Iranian authorities to facilitate their legal stay and prevent forced deportation.
This meeting and the resulting commitments represent an important and humanitarian step in supporting human rights defenders, journalists, and other at-risk individuals, and it is hoped that it will contribute to their safety, peace of mind, and stability in Iran.

گزارش دیدار نمایندگی نهادهای جامعه مدنی و حقوق بشری افغانستان – ICSHRA – ایران (تهران) با رئیس پولیس گذرنامه تهران

در تاریخ ۲۹ می ۲۰۲۵، جلسهای با حضور نمایندگی نهادهای جامعه مدنی و حقوق بشری افغانستان – ICSHRA در تهران و رئیس پولیس گذرنامه تهران برگزار شد. این جلسه با هماهنگی و رهبری آقای صفتالله بخشی، فعال برجسته حقوق بشر، رئیس شورای وحدت مردمی ولایت پروان و رئیس نهادهای جامعه مدنی ولایت پروان، برگزار گردید. هدف اصلی این دیدار بررسی مشکلات اقامتی مدافعان حقوق بشر، زنان معترض و خبرنگاران افغان مقیم ایران بود.
در این نشست، آقای صفتالله بخشی، آقای مجتبی محمدی، خانم شکبیا حیدری و همکارانشان، مشکلات و چالشهای اقامتی فعالان آسیبپذیر، بهویژه زنان و خبرنگاران، را مطرح کرده و خواستار همکاری مقامات ایرانی برای تسهیل صدور اقامت قانونی برای این افراد شدند.
رئیس پولیس گذرنامه تهران ضمن استقبال از این دیدار، آمادگی خود را برای همکاری و صدور اقامت برای افرادی که از سوی رهبری ICSHRA تأیید شدهاند، اعلام کرد. وی همچنین تأیید نمود که شماری از این افراد پیشتر برگه خروج دریافت کردهاند.
علاوه بر این، آقای مجتبی محمدی بهطور رسمی از سوی رئیس پولیس گذرنامه تهران بهعنوان مسئول معرفی و شناسایی افراد آسیبپذیر معرفی و تأیید شد.
پس از انجام بررسیهای لازم، ICSHRA فهرستی از افراد آسیبپذیر تهیه و به مقامات ایرانی ارائه خواهند کرد تا در راستای اعطای اقامت قانونی و جلوگیری از اخراج اجباری آنان اقدام شود.
این دیدار و توافق حاصلشده، گامی مهم و انسانی در حمایت از مدافعان حقوق بشر، خبرنگاران و سایر افراد در معرض خطر بهشمار میرود و امید میرود که به امنیت، آرامش و ثبات روانی این اقشار در ایران کمک کند.
