Advocacy Statement by the Institutions of Civil Society and Human Rights of Afghanistan

With the takeover of Afghanistan by the Taliban, women, civil society activists, and professional cadres have been systematically marginalized and erased from public life. The Taliban’s policies of gender-based identity elimination, widespread repression, and physical and psychological torture have particularly targeted women, who are now completely deprived of their fundamental rights to work and education.
In addition to these oppressive measures, severe economic hardship, psychological distress, and restrictions on freedom of expression have deeply affected Afghan society. A large number of civil society and human rights activists have fled to Iran and Pakistan in search of safety; however, they are now facing the grave threat of forced deportation, detention, and complete uncertainty. Extreme poverty has pushed some of our members to the verge of suicide and even selling their organs for survival.
We urgently call upon the United Nations and all international human rights bodies to take immediate and decisive action to halt the forced deportation of at-risk Afghan individuals—especially former military personnel, civil society activists, lawyers, and judges—who face imminent danger of imprisonment, torture, and death if returned to Taliban-controlled Afghanistan. Unfortunately, despite severe threats, these vulnerable groups have not received adequate attention or support from UN agencies and humanitarian organizations and continue to live under horrific and degrading conditions.
We appeal for international protection, humanitarian assistance, and a clear mechanism to safeguard Afghan human rights defenders and civilians who remain at extreme risk in Iran and Pakistan.

با تسلط طالبان بر افغانستان، زنان، فعالان مدنی و کادرهای حرفهای بهطور سیستماتیک از جامعه حذف و به حاشیه رانده شدهاند. سیاستهای حذف هویت جنسیتی، سرکوب گسترده، شکنجههای روحی و جسمی، و محرومیت کامل زنان از حق کار و تحصیل، از اقدامات سیستماتیک طالبان برای فلجسازی جامعه افغانستان است.
در کنار این فشارها، مشکلات شدید اقتصادی، روانی و محدودیتهای گسترده بر آزادی بیان نیز زندگی مردم را به شدت مختل کرده است. شمار زیادی از فعالان جامعه مدنی و حقوق بشری افغانستان ناچار به فرار به ایران و پاکستان شدهاند؛ اما اکنون با خطر جدی اخراج اجباری، بازداشت و بیسرنوشتی مطلق روبهرو هستند. فقر شدید برخی از اعضای ما را به مرز خودکشی و حتی فروش اعضای بدن برای زنده ماندن رسانده است.
ما از سازمان ملل متحد و تمامی نهادهای بینالمللی حقوق بشر درخواست اقدام فوری و قاطع برای توقف اخراج اجباری افراد در معرض خطر—بهویژه نظامیان پیشین، فعالان مدنی، وکلای مدافع و قضات—داریم؛ زیرا این افراد در صورت بازگشت به افغانستان در معرض شکنجه، زندان و مرگ قرار خواهند گرفت. متأسفانه با وجود تهدیدات جدی، هیچ حمایت کافی و مؤثری از سوی نهادهای بینالمللی و سازمانهای مددرسان برای این گروهها فراهم نشده و آنان در وضعیت فاجعهبار بهسر میبرند.
ما خواستار حمایت بینالمللی، کمکهای بشردوستانه، و ایجاد یک مکانیزم روشن برای حفاظت از مدافعان حقوق بشر و شهروندان آسیبپذیر افغانستان در ایران و پاکستان هستیم.
