Protest and Statement by Members of the Institutions of Civil Society and Human Rights of Afghanistan (ICSHRA), Women Activists, and Civil Society Members
Resolution – 15 August 2025
On the fourth anniversary of Afghanistan’s takeover by the terrorist group Taliban, we, human rights activists, women’s protest movements, and members of civil society, issue this resolution with deep concern about the current situation in the country and the dangerous process of legitimizing this terrorist group.
Since the Taliban regained power:
Women have been completely removed from education, work, and public spaces.
Children are forced to learn extremist and terrorist teachings.
Numerous regional and global terrorist groups operate in Afghanistan.
Freedom of expression has been destroyed, and different ethnic and religious communities face structural discrimination, forced displacement, land grabs, and systematic violence.
Millions have been forced to migrate and live under precarious conditions abroad, facing threats of deportation and detention.
Thousands of former military personnel, political activists, and journalists are persecuted, detained, and killed.
We warn that any interaction, cooperation, or normalization of relations with the Taliban legitimizes the crimes of this terrorist group. States that choose such a path not only violate their international responsibilities but also contribute to strengthening a terrorist regime.
Our demands:
No state should recognize the Taliban; the group must remain on the list of terrorist organizations.
The Taliban’s policies toward women constitute clear gender apartheid. Countries and international courts have a responsibility to recognize the Taliban’s apartheid regime in Afghanistan.
Democratic countries must acknowledge war crimes and crimes against humanity committed by the Taliban and pursue them through international courts.
Any financial support to Taliban leaders must be cut, and humanitarian aid to Afghanistan must be delivered through transparent and accountable mechanisms.
The United Nations, the International Criminal Court, and human rights institutions must establish immediate and binding mechanisms to prosecute Taliban crimes and support victims and at-risk families.
States should engage in dialogue with the Afghan people rather than with the Taliban and reach agreements on transitional governance mechanisms with civil society representatives.
On the eve of 15 August, we declare with a united voice:
Legitimizing the Taliban is legitimizing terrorism, apartheid, and the suppression of humanity.

قطعنامه – ۱۵ آگوست ۲۰۲۵
در چهارمین سالگرد واگذاری افغانستان به گروه تروریستی طالبان، ما فعالان حقوق بشر، جنبشهای اعتراضی زنان و اعضای جامعه مدنی، این قطعنامه را با نگرانی عمیق درباره وضعیت کنونی کشور و روند خطرناک مشروعیتبخشی به این گروه تروریستی صادر میکنیم.
از زمان تسلط دوباره طالبان:
زنان به شکل کامل از آموزش، کار و حضور در فضای عمومی حذف شدهاند.
کودکان مجبور به فراگیری آموزههای افراطی و تروریستی شدهاند.
دهها گروه تروریستی منطقهای و جهانی در افغانستان فعالیت دارند.
آزادی بیان نابود شده و اقشار مختلف مردم افغانستان، بهویژه اقوام و مذاهب گوناگون، با تبعیض ساختاری، کوچ اجباری، غصب زمین و خشونت سیستماتیک مواجهاند.
میلیونها نفر ناگزیر به مهاجرت شدهاند و در شرایطی سخت و بیثبات، با تهدید اخراج و بازداشت در کشورهای مختلف زندگی میکنند.
هزاران نیروی نظامی پیشین، فعال سیاسی و خبرنگار تحت تعقیب، بازداشت و کشتار قرار گرفتهاند.
ما هشدار میدهیم که هرگونه تعامل، همکاری یا عادیسازی روابط با طالبان، مشروعیتبخشی به جنایتهای این گروه تروریستی است. دولتهایی که چنین مسیری را انتخاب میکنند، نه تنها مسئولیت بینالمللی خود را نقض میکنند، بلکه در تقویت یک رژیم تروریستی شریک خواهند بود.
خواستههای ما:
هیچ دولتی طالبان را بهرسمیت نشناسد و این گروه همچنان در فهرست گروههای تروریستی باقی بماند.
سیاستهای طالبان در قبال زنان، مصداق روشن آپارتاید جنسیتی است و کشورهای دموکراتیک و دادگاههای بینالمللی مسئولیت دارند تا رژیم آپارتاید در افغانستان را به رسمیت بشناسند.
کشورها مکلفاند جنایات جنگی و جنایت علیه بشریت طالبان را به رسمیت شناخته و از طریق دادگاههای بینالمللی دنبال کنند.
هرگونه کمک مالی به رهبران طالبان قطع و کمکهای بشردوستانه به افغانستان از طریق مکانیزمهای شفاف و پاسخگو صورت گیرد.
سازمان ملل، دادگاه کیفری بینالمللی و نهادهای حقوق بشری مکانیسمهای فوری و الزامآور برای پیگرد جنایات طالبان و حمایت از قربانیان و خانوادههای در خطر ایجاد کنند.
دولتها به جای تعامل با طالبان، گفتوگو با مردم افغانستان و نمایندگان جامعه مدنی را آغاز کنند و روی مکانیزم دولت عبوری با مردم توافق کنند.
در آستانه ۱۵ آگوست، ما با صدایی واحد اعلام میکنیم:
مشروعیتبخشی به طالبان، مشروعیتبخشی به تروریسم، رژیم آپارتاید و سرکوب انسانیت است.
