Statement and Protest by the Institutions of Civil Society and Human Rights of Afghanistan (ICSHRA), Women Activists, and Civil Society Members
Resolution – 15 August 2025
On the fourth anniversary of the Taliban’s return to power in Afghanistan, we, members of civil society, women’s rights activists, and human rights defenders, express our utmost condemnation of the ongoing violations of human rights, gender-based oppression, and systematic violence perpetrated by the Taliban regime.
Since the Taliban seized control:
Women have been forcibly excluded from schools, workplaces, and public spaces.
Children are subjected to indoctrination with extremist ideology.
Freedom of speech, media, and civil society activity has been entirely suppressed.
Ethnic and religious minorities face persecution, forced displacement, and expropriation of land.
Journalists, political activists, and former government employees are continuously threatened, detained, or eliminated.
Millions of Afghans live as refugees under precarious conditions worldwide, facing deportation and insecurity.
We denounce any action by states, organizations, or institutions that seeks to normalize or legitimize the Taliban regime. Recognition or collaboration with this group constitutes complicity in crimes against humanity and strengthens a regime built on terror, misogyny, and systematic oppression.
Our demands:
The Taliban must remain listed as a terrorist organization. No state should engage in formal recognition or legitimization.
Countries and international courts must actively hold the Taliban accountable for gender apartheid, human rights abuses, and war crimes.
Humanitarian aid must be delivered through fully transparent and accountable mechanisms to prevent misuse by Taliban authorities.
The United Nations, the International Criminal Court, and human rights institutions must immediately establish binding mechanisms to protect civilians, support victims, and prosecute perpetrators.
Dialogue on Afghanistan’s future should be conducted directly with civil society, women activists, and representatives of the Afghan people, not with the Taliban.
On this day, we declare: Legitimizing the Taliban is legitimizing oppression, terror, and the denial of human dignity.

در چهارمین سالگرد بازگشت طالبان به قدرت در افغانستان، ما اعضای جامعه مدنی، فعالان حقوق زنان و مدافعان حقوق بشر، با شدیدترین لحن، نقض حقوق بشر، سرکوب سیستماتیک زنان و خشونت ساختاری این رژیم را محکوم میکنیم.
از زمان تسلط طالبان:
زنان به شکل اجباری از مدارس، محیطهای کاری و فضاهای عمومی محروم شدهاند.
کودکان مجبور به آموزش و شستشوی ذهنی با ایدئولوژی افراطی شدهاند.
آزادی بیان، رسانهها و فعالیتهای جامعه مدنی کاملاً سرکوب شده است.
اقلیتهای قومی و مذهبی با آزار و اذیت، کوچ اجباری و غصب زمین روبهرو هستند.
خبرنگاران، فعالان سیاسی و کارکنان پیشین دولت به طور مداوم تهدید، بازداشت یا حذف میشوند.
میلیونها افغان در شرایط دشوار در کشورهای مختلف بهسر میبرند و با تهدید اخراج و ناامنی مواجهاند.
ما هرگونه تلاش برای عادیسازی یا مشروعیتبخشی به رژیم طالبان توسط دولتها و نهادها را محکوم میکنیم. بهرسمیتشناسی یا همکاری با این گروه، همدستی در جنایات علیه بشریت و تقویت رژیمی مبتنی بر ترور، زنستیزی و سرکوب سیستماتیک است.
خواستهای ما:
طالبان باید همچنان در فهرست گروههای تروریستی باقی بماند و هیچ دولتی حق مشروعیتبخشی یا بهرسمیتشناسی آن را ندارد.
کشورها و دادگاههای بینالمللی موظفاند طالبان را به دلیل آپارتاید جنسیتی، نقض حقوق بشر و جنایات جنگی پاسخگو کنند.
کمکهای بشردوستانه باید از طریق مکانیزمهای شفاف و پاسخگو به مردم واقعی تحویل شود تا از سوءاستفاده طالبان جلوگیری شود.
سازمان ملل، دادگاه کیفری بینالمللی و نهادهای حقوق بشری باید مکانیسمهای فوری و الزامآور برای حمایت از مردم، قربانیان و پیگرد عاملان ایجاد کنند.
گفتوگو درباره آینده افغانستان باید مستقیماً با جامعه مدنی، فعالان زن و نمایندگان مردم افغانستان انجام شود، نه با طالبان.
در این روز، ما با صدای واحد اعلام میکنیم: مشروعیتبخشی به طالبان یعنی مشروعیتبخشی به سرکوب، ترور و نفی کرامت انسانی.
