Meeting with Senior UNHCR Officials in Islamabad

On May 15, 2025, an important meeting was held in Islamabad with the participation of senior representatives from the United Nations High Commissioner for Refugees (UNHCR). The session brought together human rights activists, refugee community leaders, and Afghan men and women refugees, focusing on the major challenges faced by Afghan refugees — particularly human rights defenders, protesting women, former military personnel, journalists, and other vulnerable groups.
Mr. Ezatullah Bakhshi, human rights activist and head of the Institutions of Civil Society and Human Rights in Afghanistan (ICSHRA), spoke at the meeting on behalf of the Afghan refugee community and human rights defenders. He highlighted the concerning situation of these groups and shared the following key points with UNHCR officials:
Continued arrests and threats of forced deportation of Afghan refugees, even those with valid UNHCR case numbers and tracking numbers.
Prolonged delays in the second interview (RSD) and protection case reviews, causing uncertainty for thousands of refugees.
Lack of official recognition of UNHCR-issued documents by some Pakistani security agencies, resulting in legal harassment.
The urgent need to issue protection cards for refugees without valid visas to prevent arrest and deportation.
In response, UNHCR officials stated:
They have successfully convinced the Pakistani government to prevent deportation of Afghan refugees from Attock. If someone is arrested, they will be released after review and coordination with UNHCR.
Negotiations with the Pakistani government to prevent deportations from other cities, including Islamabad, are ongoing.
Efforts are being made to ensure recognition of UNHCR-issued documents by all Pakistani authorities.
Despite limited capacity for third-country resettlement, cases involving individuals at serious risk will be prioritized.
This session, which ran from 3 PM to 7 PM, represented a significant step in directly conveying the voices of Afghan refugees and human rights defenders to the United Nations, creating hope for tangible and urgent actions.

در تاریخ ۱۵ می ۲۰۲۵، جلسهای مهم در اسلامآباد با حضور نمایندگان ارشد سازمان ملل متحد برای امور پناهندگان (UNHCR) برگزار شد. این نشست با مشارکت فعالان حقوق بشر، بزرگان جامعه پناهندگان و زنان و مردان پناهنده افغان برگزار گردید و بر بررسی چالشهای اساسی پناهندگان افغان، بهویژه مدافعان حقوق بشر، زنان معترض، نظامیان پیشین، خبرنگاران و دیگر اقشار آسیبپذیر تمرکز داشت.
آقای عزتالله بخشی، فعال حقوق بشر و مسئول نهادهای جامعه مدنی و حقوق بشری افغانستان (ICSHRA)، در این جلسه به نمایندگی از جامعه پناهندگان و فعالان حقوق بشر افغان سخن گفت و نکات کلیدی زیر را با مقامات UNHCR مطرح کرد:
ادامه بازداشتها و تهدید به اخراج اجباری پناهندگان افغان، حتی کسانی که دارای شماره پرونده و ترکینگ معتبر UNHCR هستند.
تأخیر طولانی در انجام مصاحبه دوم (RSD) و بررسی پروندههای حفاظتی که موجب سردرگمی هزاران پناهنده شده است.
عدم شناسایی رسمی مدارک صادرشده توسط UNHCR از سوی برخی نهادهای امنیتی پاکستان که باعث آزار و اذیت قانونی پناهندگان شده است.
نیاز فوری به صدور کارتهای حفاظتی برای پناهندگانی که ویزای معتبر ندارند تا مانع بازداشت و اخراج آنها شود.
در پاسخ، مقامات UNHCR اعلام کردند:
توانستهاند دولت پاکستان را متقاعد کنند که پناهندگان افغان از شهر اتک اخراج نشوند و در صورت بازداشت، پس از بررسی و هماهنگی با UNHCR آزاد خواهند شد.
مذاکرات برای جلوگیری از اخراج پناهندگان از سایر شهرها، از جمله اسلامآباد، در جریان و فعال است.
تلاش میشود تا مدارک صادرشده توسط UNHCR برای تمامی نهادهای پاکستانی به رسمیت شناخته شود.
با وجود محدودیت ظرفیت برای اسکان مجدد در کشورهای ثالث، پرونده افراد در معرض خطر جدی در اولویت بررسی قرار خواهند گرفت.
این نشست که از ساعت ۳ عصر آغاز و تا ۷ شب ادامه داشت، گامی مؤثر در انتقال مستقیم صدای پناهندگان و مدافعان حقوق بشر افغان به سازمان ملل بود و امیدواریهایی برای اقدامات ملموس و فوری ایجاد کرد.
