OFFICIAL STATEMENT

Call for Action to Address the Situation of Afghan Journalists Residing in Iran and Pakistan

Ref.No: ICSHRA-HQ/05/2026

Date: 4 November 2026

The Institutions of Civil Society and Human Rights in Afghanistan (ICSHRA) expresses its grave concern over the continued legal uncertainty facing Afghan journalists and media activists in Iran and Pakistan, the increasing security pressures, arrests, and the risk of forced deportation. ICSHRA calls for immediate, responsible, and coordinated action by host governments and international institutions to protect the lives, liberty, and fundamental rights of these individuals.

Situation of Afghan Journalists in Iran

A number of Afghan journalists and media activists residing in Iran have continued to wait for the review and determination of their asylum cases, despite the passage of five years. Delays in processing their applications, the absence of clear responses from the responsible authorities, and uncertainty about their legal future have placed these individuals and their families in a difficult situation of prolonged uncertainty.

These journalists are calling for the expedited review of their asylum cases and clear information regarding their legal status and future. This prolonged waiting period, without a determination of their applications or the provision of transparent information, requires urgent and responsible attention.

Situation of Afghan Journalists in Pakistan

Afghan journalists and media activists in Pakistan are facing arrests by the police, security pressures, and the risk of forced deportation. Due to their history of media activities, reporting, and documenting human rights violations, they would face serious risks of threats, harassment and persecution, arbitrary detention, and torture if returned to Afghanistan.

The forced return of these journalists without an individual and thorough assessment of the potential risks could seriously endanger their lives, liberty, and security. Therefore, ending arbitrary arrests, preventing forced deportations, and ensuring the security of journalists in Pakistan constitute an urgent human rights necessity.

Furthermore, journalists in Pakistan are calling for the expedited review of their asylum cases and clear information regarding their legal status and future. This prolonged waiting period, without a determination of their applications or the provision of transparent information, requires urgent and responsible attention.

Requests and Expected Actions

In view of the current situation, the Institutions of Civil Society and Human Rights in Afghanistan (ICSHRA) call upon the governments of Iran and Pakistan, the United Nations, international human rights institutions, and refugee-hosting countries to take the following immediate and practical measures:

1. United Nations High Commissioner for Refugees (UNHCR):

Prioritize the asylum cases of Afghan journalists residing in Iran and expedite the registration, review, and processing of their applications without further delay. These individuals should be released from their prolonged legal uncertainty as soon as possible and receive clear information regarding the status and future of their cases.

2. Office of the United Nations High Commissioner for Human Rights (OHCHR):

Closely monitor the human rights situation of Afghan journalists in Iran and Pakistan, follow up on cases of arrest, threats, and the risk of forced deportation, and take practical measures to prevent violations of their fundamental rights.

3. International Organizations Defending Media Freedom and Human Rights:

Take coordinated and effective measures to document threats and human rights violations against Afghan journalists, provide legal assistance, follow up on cases of arrest, and prevent their forced deportation.

4. Refugee-Hosting Countries:

Prioritize the cases of at-risk Afghan journalists and provide opportunities for humanitarian admission, resettlement, and safe transfer in accordance with international refugee protection standards.

5. Governments of Iran and Pakistan:

End arbitrary arrests, excessive fines, humiliation, harassment, and measures leading to the forced deportation of Afghan journalists; guarantee their security and fundamental rights; and refrain from any action contrary to their international human rights obligations.

Position and Emphasis of the Institutions of Civil Society and Human Rights in Afghanistan (ICSHRA)

Journalists and media activists are essential pillars of public awareness, freedom of expression, and accountability in society. Through reporting, exposing the truth, documenting human rights violations, and giving voice to citizens, they play an important role in protecting fundamental rights and freedoms.

Professional journalism is not a crime, and no individual should face threats, arbitrary detention, torture, or deprivation of human rights for carrying out journalistic duties, reporting information, or defending freedom of expression.

The Institutions of Civil Society and Human Rights in Afghanistan (ICSHRA) emphasize that protecting journalists means defending the truth, freedom of expression, and the public’s right to access information. The international community and responsible institutions must go beyond expressing concern and take specific and measurable actions to protect the lives, liberty, and future of Afghan journalists.

The continued uncertainty surrounding the cases of journalists in Iran and the threats to their security in Pakistan require an urgent response from the responsible institutions. Protecting journalists is a human rights responsibility, and no one should lose their life, liberty, or future because of carrying out their professional duties.

Respectfully,

Institutions of Civil Society and Human Rights in Afghanistan (ICSHRA)

Ref.No: ICSHRA-HQ/05/2026
