Resolution of the Institutions of Civil Society and Human Rights of Afghanistan (ICSHRA)
In Opposition to the Proposal by UNAMA to Grant Afghanistan’s UN Seat to the Taliban
In the Name of Justice, Freedom, and Human Dignity
We, the leadership members of the Institutions of Civil Society and Human Rights of Afghanistan (ICSHRA), express our deep concern and firm opposition to the proposal by the United Nations Assistance Mission in Afghanistan (UNAMA) to grant Afghanistan’s United Nations representation seat to the Taliban. We strongly condemn this initiative.
The Taliban, as an extremist group, violator of human rights, and agent of oppression and authoritarianism, not only do not represent the people of Afghanistan, but embody a terrorist organization that has imposed a dark regime of domination and brutality on our country. Their systematic violations of human rights, the closure of girls’ education, suppression of women’s voices, arbitrary detentions, public executions, and silencing of free speech are undeniable evidence of their oppressive rule.
Proposing a UN seat for such a group constitutes legitimizing an unlawful, undemocratic, and violent regime. This action contradicts the core principles of the UN Charter and betrays the aspirations of the Afghan people who have struggled and sacrificed for freedom, equality, and democracy.
We declare the following:
The Taliban are not the legitimate representatives of the Afghan people, and any move to grant them a UN seat is against the will of the majority;
Due to their misogynistic, discriminatory, and anti-human rights actions, the Taliban are unfit for any form of international representation;
The international community and the United Nations must support civil resistance, the voices of women, and genuine human rights defenders, instead of legitimizing the Taliban;
Any political engagement with the Taliban that ignores human rights standards paves the way for further extremism and repression.
We call upon the United Nations and all international bodies to:
Immediately withdraw any proposal to grant a seat to Taliban representatives;
Engage with the true representatives of the Afghan people, including civil society, women’s organizations, youth, and victims of human rights violations;
Uphold the principles of accountability, justice, and human dignity in all political dealings related to Afghanistan.
We stand firmly with the people of Afghanistan and will never allow the voices of victims to be silenced by false representation.

در مخالفت با پیشنهاد دفتر یونما مبنی بر واگذاری کرسی نمایندگی افغانستان به طالبان
بهنام عدالت، آزادی و کرامت انسانی
ما، اعضای رهبری نهادهای جامعه مدنی و حقوق بشری افغانستان (ICSHRA)، با نگرانی عمیق و مخالفت قاطع، پیشنهاد دفتر هیأت معاونت سازمان ملل متحد در افغانستان (UNAMA) مبنی بر واگذاری کرسی نمایندگی افغانستان به گروه طالبان را به شدت محکوم میکنیم.
طالبان، بهعنوان گروهی افراطی، ناقض حقوق بشر و عامل سرکوب و استبداد، نه تنها نماینده مردم افغانستان نیستند، بلکه بازتابدهندهی یک گروه تروریستی هستند که با تحمیل حکومتی تاریک و ظلمآمیز، کشور ما را تحت سلطه و سرکوب قرار دادهاند. نقض سیستماتیک حقوق بشر، مسدودسازی آموزش دختران، سرکوب صدای زنان، بازداشتهای خودسرانه، اعدامهای میدانی و خاموشسازی آزادی بیان، نمونهای آشکار از عملکرد سرکوبگرانه این گروه است.
پیشنهاد دادن کرسی سازمان ملل به چنین گروهی، به معنای مشروعیتبخشی به نظامی غیرقانونی، غیرمردمی و خشونتآمیز است. این اقدام نه تنها مغایر اصول منشور سازمان ملل است، بلکه خیانتی به آرمانهای مردم افغانستان است که برای آزادی، برابری و دموکراسی قربانی دادهاند.
ما اعلام میکنیم:
۱. طالبان نماینده مشروع مردم افغانستان نیستند و هرگونه واگذاری کرسی به آنان برخلاف خواست اکثریت مردم کشور است؛
۲. گروه طالبان، با عملکرد زنستیزانه، تبعیضآمیز و ناقض حقوق بشر، شایستگی هیچ نمایندگی بینالمللی را ندارند؛
۳. جامعه جهانی و سازمان ملل باید به جای مشروعیتبخشی به طالبان، از مقاومت مدنی، صدای زنان و مدافعان واقعی حقوق بشر حمایت کنند؛
۴. هرگونه تعامل سیاسی با طالبان بدون رعایت استانداردهای حقوق بشری، راه را برای گسترش افراطگرایی و سرکوب بیشتر مردم هموار میسازد.
ما از سازمان ملل و تمامی نهادهای بینالمللی میخواهیم:
فوراً هرگونه پیشنهاد واگذاری کرسی به نمایندگان طالبان را لغو کنند؛
به گفتوگو با نمایندگان واقعی مردم افغانستان، از جمله جامعه مدنی، سازمانهای زنان، جوانان و قربانیان نقض حقوق بشر توجه کنند؛
اصول پاسخگویی، عدالت و کرامت انسانی را در تمام تعاملات سیاسی مربوط به افغانستان رعایت نمایند.
ما در کنار مردم افغانستان ایستادهایم و هرگز اجازه نخواهیم داد که صدای قربانیان با کرسیهای دروغین خاموش شود.
