Statement of the Afghan Civil Society and Human Rights Organizations

Subject: Urgent Concern Regarding the Critical Situation of Afghan Refugees and Human Rights Defenders in Pakistan
The Afghan Civil Society and Human Rights Organizations express serious concern and strong criticism regarding the critical situation of Afghan refugees, human rights activists, women, children, journalists, and former military personnel in Pakistan.
As the world is aware, following 15 August 2021, the Taliban seized control of Afghanistan as a result of a controversial and widely condemned agreement signed in Doha. This agreement, widely considered a betrayal of the Afghan people, led to an unprecedented wave of forced migration. Thousands of Afghans, including human rights defenders, protesting women, journalists, and former military personnel, whose lives were at serious risk, were forced to seek refuge in Pakistan.
Unfortunately, in early 2025, the Government of Pakistan decided to forcibly deport these refugees. This action is a clear violation of international human rights principles and obligations, including global conventions guaranteeing the right to asylum and protection for individuals at risk.
Criticism of the United Nations and SHARP Office
The United Nations and its partner office in Pakistan, known as SHARP, which is responsible for the protection of refugees, have severely failed in their duties. As representatives of Afghan civil society organizations, we have closely witnessed that these institutions have not only failed to ensure the security and protection of refugees but have also remained indifferent in multiple instances regarding the detention and forced deportation of human rights defenders and refugees by the Pakistani authorities.
The performance of the SHARP office, responsible for implementing UN programs, has been profoundly ineffective, creating widespread dissatisfaction among refugees. Nearly 99% of refugees are dissatisfied with the services provided by this office. This negligence reflects a deep management crisis and blatant irresponsibility. Such failures are unacceptable and undermine the credibility of the United Nations and its commitments to human rights protection.
Our Demands
To the United Nations and UNHCR in Pakistan:
Immediately halt all forced deportations of refugees and individuals at risk, in accordance with international obligations.
Conduct a full inspection of the SHARP office and hold accountable those responsible for its failures.
Provide essential services, including security, health, and education, for refugees.
Accelerate asylum procedures to allow refugees to live in safe and humane conditions.
Be accountable for the dissatisfaction of refugees and the repeated failures of SHARP and take concrete actions to improve the situation.
To the Government of Pakistan:
Immediately cease all forced deportations of refugees, human rights defenders, and individuals at risk, and adhere to international laws and principles.
To the International Community and Human Rights Organizations:
Urgently intervene to end this crisis and prevent further widespread human rights violations in Pakistan.
The Afghan Civil Society and Human Rights Organizations clearly state that the negligence and inefficiency of the United Nations and SHARP in managing the Afghan refugee crisis will be recorded as a stain on their international commitments. We call on all relevant organizations, the international community, and the Government of Pakistan to respond to this humanitarian crisis and take immediate measures to protect refugees and prevent further violations of their rights.

نهادهای جامعه مدنی و حقوق بشری افغانستان، با نگرانی و انتقاد جدی، وضعیت بحرانی مهاجرین افغانستانی، فعالین حقوق بشر، زنان، کودکان، خبرنگاران و نظامیان پیشین را در پاکستان برجسته میکنند.
چنانچه جهان شاهد است، پس از ۱۵ آگست ۲۰۲۱، طالبان در نتیجه یک معامله جنجالی و پرسشبرانگیز در نشست دوحه، افغانستان را تصاحب کردند. این معامله، که بهطور گسترده بهعنوان خیانت به مردم افغانستان محکوم شده است، منجر به موج بیسابقهای از مهاجرت اجباری شد. در نتیجه، هزاران نفر، شامل مدافعان حقوق بشر، زنان معترض، خبرنگاران و نظامیان پیشین که زندگیشان در خطر جدی قرار داشت، مجبور شدند به پاکستان پناه ببرند.
متأسفانه، دولت پاکستان در اوایل سال ۲۰۲۵ تصمیم به اخراج اجباری این مهاجرین گرفت. این اقدام آشکارا برخلاف اصول حقوق بشری و تعهدات بینالمللی، از جمله کنوانسیونهای جهانی است که حق پناهندگی و حمایت از افراد در معرض خطر را تضمین میکند.
انتقاد از سازمان ملل متحد و دفتر شارپ
سازمان ملل متحد و دفتر همکار آن در پاکستان، موسوم به دفتر شارپ، که مسئولیت حفاظت از مهاجرین را بر عهده دارند، بهشدت از انجام وظایف خود کوتاهی کردهاند.
ما، بهعنوان نمایندگان نهادهای جامعه مدنی افغانستان، از نزدیک شاهد بودهایم که این نهادها نهتنها در تأمین امنیت و حمایت از مهاجرین ناکام بودهاند، بلکه در موارد متعددی نیز نسبت به دستگیری و اخراج اجباری مدافعان حقوق بشر و مهاجرین توسط پولیس پاکستان بیتفاوت باقی ماندهاند.
عملکرد دفتر شارپ، که مسئولیت اجرایی برنامههای سازمان ملل متحد را بر عهده دارد، بهطور فاحشی ناکارآمد بوده و نارضایتی گستردهای میان مهاجرین ایجاد کرده است. نزدیک به ۹۹ درصد مهاجرین از خدمات این نهاد ناراضی هستند و این بیتوجهی نشاندهنده یک بحران عمیق مدیریتی و بیمسئولیتی آشکار است. این کمکاری غیرقابلقبول است و اعتبار سازمان ملل متحد و تعهدات آن نسبت به حمایت از حقوق بشر را زیر سؤال میبرد.

از سازمان ملل متحد و یونسیار در پاکستان:
فوراً از اخراج اجباری مهاجرین و افراد در معرض خطر جلوگیری کنند.
